It is in the aftermath of the Pan Am Lockerbie terrorist attack that Kennedy comes across the man she believes fits this description perfectly. The attack took the lives of two hundred and seventy innocent souls, leaving countless grieving family and friends in its wake. Among them is Mitch Rapp, who seeks not comfort but rather retribution for the devastating loss.

Following six grueling months of training, Rapp emerges ready to take the war directly to the enemy. Beginning in Istanbul, he eliminates the Turkish arms dealer responsible for supplying the explosives used in the Pan Am attack. Rapp and his team then proceed to Hamburg and traverse across Europe, leaving a trail of bodies in their wake. Their ultimate destination is Beirut, unaware that their existence has been discovered by the enemy, who has laid a trap. Rapp, the once-hunter, now finds himself the hunted, with survival in the war-ravaged city and amidst various terrorist factions dependent on his skill and cunning.
